Major Accident Prevention Policy of MERO ČR, a. s.

MERO ČR, a.s., commits itself to achieve such management system level in the area of major accident prevention (MAP) that the effects of its activities on the live and health of its employees, local residents, property and the environment will be minimised and in compliance with the applicable legislation.

This commitment will be fulfilled by active application of the introduced Integrated Management System (IMS).

The basic responsibilities of Board members and all employees of MERO ČR, a.s., as well as employees of external contractors, include accident prevention, risk reduction and elimination of emergency consequences.

Safety and major accident prevention is an integral part of responsibility on all management levels. In the context of the process of continuous improvement, Board members as well as all employees of MERO ČR, a.s. are involved in this activity.

MERO ČR, a.s. actively communicates risks to all stakeholders.

The Major Accident Prevention Management System is documented, evaluated through measurable objectives and tasks and subsequently revised in the context of IMS. This assures its continuous improvement of the system and improvement of safety and emergency preparedness of MERO ČR, a.s.

Principles of Major Accident Prevention in MERO ČR, a.s.


Security Management System

  • To fulfil its MAP policy the company defines its MAP objectives as part of IMS objectives.
  • Process analysis includes risk assessment and control in compliance with legislative requirements.
  • To achieve the defined objectives an optimum organisational structure and allocated financial, material and human resources are in place.
  • Individual process risks are identified and controlled within the IMS. The register of activities is the output of the analysis.
  • Major accident risks are identified, assessed and controlled by implementation of appropriate technical and organisational measures.

MAP Organisation

  • All activities inside the company are implemented in compliance with the applicable legislative requirements and internal control documents of the IMS.
  • Individual employee commitments and responsibilities are defined for the MAP system within the corporate organisational structure.
  • Assertion of the MAP policy is an integral part of responsibility of Board members as well s all company employees.
  • Board members and all employees are acquainted with the policy, objectives, programmes and allocated individual tasks. They are periodically trained in a documented manner subject to their position requirements.
  • Board members and all employees are engaged in the decision-making process concerning safety and MAP issues.
  • The MAP control system also involves third-party companies with effect on MAP.
  • MERO ČR, a.s., actively communicates with all stakeholders.

Operation Management

  • Control documents are in place for individual activities assuring their safe implementation.
  • The control documents are drafted and periodically reviewed by authorised persons with employee assistance.
  • Revisions and inspections of all equipment are performed pursuant to the General Inspection Plan.
  • Suppliers are assessed and selected, inter alia, with a view to their ability to comply with rules of safety, including the principle of accident prevention and emergency preparedness.

Change Management

  • Safe procedures have been prepared, approved and implemented for planning and implementation of changes in the existing operation units and equipment systems and are in place as part of the IMS. All changes are assessed with regard to their effect on operation safety, environment protection, property risks and compliance with legislative requirements.

Emergency Planning

  • Emergency plans are in place for the individual operation units, and the needed financial, material and human resources are allocated.
  • Emergency plans are periodically updated, revised and reviewed in the context of the Integrated Rescue System exercise.
  • Board members and employees of MERO ČR, a.s. are periodically acquainted with the updated emergency plans and their readiness is checked (for example by evacuation exercises).

Monitoring of Compliance with MAP Programme

  • Compliance with the objectives and programmes of MAP is periodically checked and evaluated by MERO ČR, a.s. management.
  • In the case of non-compliance appropriate remedial and/or preventive measures are taken.

Inspections and Audits

  • The MAP system is periodically and consistently reviewed by internal IMS audits.
  • Periodic checks are performed in the area of compliance with OHS, fire and environment protection requirements by trained specialists, Board members and other management staff of MERO ČR, a.s.
  • The results, findings and recommendations following from the inspections and audits are implemented in the IMS.
  • The whole IMS system is subject to periodic management reviews and external audits.
